  • Programme Quality & Impact Director (Hong Kong/Guangzhou/Kunming/Guiyang/Xian)

    As the Programme Quality & Impact Director, he/she will lead the operational performance for Programme Quality & Innovation (PQI) Department of World Vision China, in alignment with the national strategic direction. He/she will lead the department staff within PQI and provide leadership on issues for these functions, coordinate support to the Operations project teams, and monitor the Operations project team performance in the areas under PQI, which includes but is not limited to: Advocacy, Child Protection & Development, Children with Special Needs, Health & WASH, Migrant Children, Livelihood, Humanitarian Emergency Affairs (HEA) and Design, Monitoring and Evaluation (DME).

    He/she will seek to deliver sustainable impact in the lives of the most vulnerable children (MVC), and measuring and communicating impact at scale, through assuring programme quality that is fully aligned to World Vision global strategy, Our Promise. This will be achieved through leadership and technical advice in the programme design, monitoring, evaluation, accountability, learning, impact and innovation functions. This will support a wide range of programme design and implementation issues in line with World Vision’s program quality principles and standards, donor guidelines, and industry best practices to project teams to advance the delivery of high-quality programming to the poor and vulnerable communities in China.

     

    Responsibilities:

    • Drive towards dramatically better solutions where most needed through a combination of internal innovation and integrating external solutions
    • Strengthen WV China’s thinking and practice on development and sustainability
    • Lead context-based ministry and innovation, while exploring new development approaches
    • Identify and highlight the biggest gaps in achieving WV's strategic initiatives
    • Oversee/lead Senior Leader Team-sponsored working groups with clearly defined objectives to drive innovation 
    • Lead a cross-departmental teams within WV China from time to time to create innovation products as well as collobate with Resouces Development
    • Identify gaps in technical capacity of programming staff, and work with People & Culture on appropriate development plans to bridge gaps
    • Oversee quality and standards of project/grant proposal
    • Leading PQI team to write compelling thought pieces for external publications and WV blogs
    • Identify potential research projects to support external engagement as well as highlighting strengths of WV China programming
    • Participate and represent World Vision in relevant external conferences and forums, including presentation of research results
    • Connect and maintain relationships with key thought leaders on innovation and impact in global development
    • Develop collaboration opportunities with universities and research institutes that focus on formulating innovative solutions for MVC in China context
    • Provide strategic leadership, ensuring planning and integration across sector teams: Child Protection & Development, Livelihoods, Health, WASH, HEA and DME
    • Work with technical teams, Resources Development & Communications to develop scaling strategies, business plans, mega-gift pitches, and strategic partnerships
    • Engage with field-based activities as part of the field facing organisation to fulfil assigned operational mandates

    Requirements:

    • Bachelor or Master degree in economics, business administration, public administration, international development or related field or field experience in relief/development combined with a technical degree such as agriculture, sociology, education, or public health.

    • Familiar with China context

    • Broad and deep experience in international development, including minimum 10 years in management roles and management

    • International Development: Strong knowledge and understanding of humanitarian industry (relief, development, and advocacy), including how INGOs operate in the global, regional and local contexts

    • Program Design and Management: Experience in program life cycles management especially in designing, planning, implementing, supervising and reporting on integrated development, relief and/or advocacy projects. 5 years should have been at a managerial level

    • Excellent interpersonal skills with an enabling style. Able to work with highly motivated managers, and have the ability to mentor them

    • Good organizational and analytical skills

    • Good command of the English and Chinese, both reading and writing. Putonghua speaking is essential

    • Ability and willingness to travel domestically & internationally up to 30% of the time

  • Risk & Compliance Officer(Guangzhou)

    The purpose of this position is to provide advisory and consultancy services to the National Director, the Senior Management Team and Functional Heads. This advisory role includes, but is not limited to, providing advice on risk & compliance management as well as legal issues and their impact on the operations of the organization. He/she is the focal point of Enterprise Risk Management (ERM) between Regional Office and National Office.

    Responsibilities:

    • Facilitate risk update quarterly and challenge Department Heads (Risk Owners) for different perspectives so that the organization can be managed at an acceptable risk
    • Support and challenge Department Heads to upgrade  their risk management in terms of generic risk management skills
    • Provide risk management oversighting and advisory support for department functional areas involving significant risk
    • Organize risk management training for staff, as necessary, providing inputs to generic risk management skills
    • Oversight risk management in Integrated Incident Management (IIM) handling and be a member of IIM Committee
    • Support functional management and line management to ensure that policies, procedures and waivers are well defined in compliance with global and local policies whilst compatible with external regulations.
    • Ensure that relevant compliance violations are documented, reported and investigated according to the respective policies and procedures and reflect them across available WV systems and processes.
    • Coordinate and negotiate with various parties, including external lawyers or consultants, to identify and understand the differences of views and to clarify key issues in order to provide assistance for decision-making.
    • Track the promulgation and revision of laws regularly and analyze any key information arisen, in order to provide timely assessment and feedback to the relevant parties.

    Requirements: 

    • University degree/master relevant to the field of international relations, political science, disaster management, international development, humanitarian law, data management/information systems, international/political studies, sociology and other related fields
    • Prior experience in working out improvement in systems, policies and procedures with cross disciplined team.
    • Understand the industry requirements on risk management
    • Good communication, leadership and facilitation skills with good inter-relationship with cross disciplined stakeholders to forge enhancement in overall management systems, policies and procedures to address control issue and compliance issue
    • Risk & Compliance, Governance or Fraud approved international certifications will be considered an advantage
    • Fluent in written and spoken Chinese (Putonghua) and English
    • Competent in Chinese Microsoft Office

    职责描述:

     

    1. 监督/统筹有关项目工作的进展,直接向宣明会项目主管或所指派人员负责及汇报;并对项目进行监督及评估,对于项目可能出现的风险提出管理、控制的计划;
    2. 负责监督项目主管指定的项目进行项目管理,包括项目规划、年度计划及财政预算;  
    3. 督导同工,让他们与群众探讨、计划并执行有关的发展项目,组织同工按拟定计划执行项目,监督执行过程,对结果作出总结并编写报告
    4. 发展及培训项目工作人员,让他们可以有能力执行项目所协助的同事更加明白怎样催化社区
    5. 建立稳定的政府关系,让地方政府及有关单位对发展项目的认识、支持及参与、明白儿童为本项目的核心内容,务使项目顺利进行并达到预期目标;
    6. 每月提交并整理项目工作计划及进度报告予项目主管,并按不同项目之执行及推广撰写有关报告;
    7. 对项目主管所指定的项目,负责审批同工的项目活动申请、报帐及预付事宜,并监督项目资金是否合理使用
    8. 执行主管安排的其它工作。

    要求:

     

    1. 大专或以上学历,社会工作、医学、教育学、儿童心理学等相关专业为佳,英语水平良好;
    2. 具备良好的协调和人际关系能力,能够策划、组织大型项目活动,并对突发事件作出合适的应变;能够有效地介绍复杂的议题,并且听取到不同人的意见

  • HR & Admin Officer (Based in Kunming)

    The incumbent will assist in providing a full range of human resources and administration functions including recruitment, performance management, employee relations and provide support to the assigned Representative Office (s) on HR & Admin matters and achieves the departmental goal.

    Responsibilities:

    • Assist in full spectrum of HR & Admin functions, including recruitment, C&B administration, employee relations, leave management, learning and development, risk & compliance, performance management and office administration & security; etc.;
    • Deliver quality HR & Admin services to Representative Office (s) to support internal customers' needs;
    • Support in staff capacity building, manpower planning, team building, report preparation and HR & Admin project implementation etc.;
    • To be a bridge of Representative Office and Head Office.
    • To provide feasible feedbacks and proposal to supervisors after analysis the situation.

    Requirements:

     

    • Degree holder in Human Resources Management or relevant discipline, with minimum 5 years of relevant experience as a HR generalist;
    • Well-versed in China labour contract law and local policy;

    • Familiar with Human Resources Information System;
    • Good analytical and problem solving skills;
    • Proactive, positive, creative, self-motivated, high integrity, service-oriented team player, with a strong sense of responsibility and the ability to manage change;

  • Marketing Manager (Hong Kong)

    This position support Resources Development & Communications Director to manage Donor Development, Support Offices Engagement and Communications Teams. He/she works with different teams throughout the process from product development, marketing collaterals formation, donor development, closing the deal to retaining donors.

     

    Responsibilities:

    • Lead the overall fundraising strategy, including annual fundraising activities, planned gifts activities and execution of campaigns

    • Act as a strategic link and focal point between National Office, Support Offices/Field Offices and Potential Fund Raising Partner

    • Actively engage and network with other key stakeholders externally to further the aims of Donor Development for creating and maintaining a stable fundraising system

    • Strengthen organization’s brand to build the public’s trust in our work, and encourage support through aid, ministry partnerships or government support

    • Perform the role of External & Internal Liaison, Collaboration and Coordination through WVC representative offices in areas of product development, marketing, communications, public relations, event promotion, donor management as well as system administration

    • Create supporting marketing materials for fundraising and marketing campaign for all mass participation events and fundraising opportunities through internal and external communication

    • Donor management: Development and implementation of donor retention strategies; set up donor information system, produce reports, perform analysis and track sponsors

    • Staff management: Supervise, provide technical guidance and support to build up the capacity of local team

    Requirements:

    • Degree in Marketing, Business Administration, and/or Fundraising related fields

    • At least 7 years’ experience in Marketing or General Management in a complex, international organization (preferably in an International NGO context) Experience in strategy, public fundraising, event organizing, marketing, sales, corporate relations, or media & public relations is a plus

    • Strong cross-cultural, interpersonal, communication and problem solving skills

    • Excellent solid leadership and management skills

    • Understand China context and familiar with Corporate Social Responsibility (CSR) and major donors

    • Proficiency in both written and spoken Chinese (Putonghua) and English

    • Ability and willingness to travel in the Mainland & internationally up to 30% of the time
